Knowledge and Propaganda This link is to his treatise, "Knowledge and Propaganda." It drags in the middle, but the latter part is almost a cookbook. It is worth slogging through the middle because that is the scary part.

Archive. This link is to mountains of translated propaganda. Much of the material is speeches which Goebbels discusses as being more effective than writings.

A famous quote of Goebbels is:

"If you repeat a lie often enough, people will believe it, and you will even come to believe it yourself."

Some people, like Trump, are so experienced at lying that they can believe a lie as soon as they say it.

While discussing this quote with some friends, we thought we should start saying:

"If you repeat the truth often enough, people will believe it."

This is clearly a much more efficient approach because you can skip the third step.

Gandhi didn't agree with Goebbels:

"An error does not become truth by reason of multiplied propagation, nor does truth become error because nobody sees it."

"Morality is the basis of things and truth is the substance of all morality."

Perhaps this last quote is the point. Goebbels believed that morality had no place in propaganda.
